China has released a plan for general development of logistics parks, applying a three-tier system across the country, according to a statement on the government’s official website Friday. Beijing, Tianjin and 27 other cities are allowed to set up first-tier logistics parks, while another 70 cities including Shijiazhuang in Hebei province will be able to set up second-tier ones, it said. The statement did not specify the differences between the three levels but said each tier would play a different role and form part of an integrated and optimized development model for the industry. Blind expansion is strictly forbidden, the statement said. The government will also encourage cooperation between financial institutions and logistics firms.
