China is planning to roll out a property ownership system for natural resources to help protect the environment, the China Securities Journal reported Wednesday, without giving details of the scheme. The idea was raised in the just-concluded third plenum of the 18th CPC Central Committee. Analysts were quoted as saying that pricing will be key to the program. The country is also expected to release environmental compensation guidelines soon, covering resources such as forests, grasslands and wetlands. In addition, the Ministry of Environmental Protection will unveil a plan to identify environmental protection “red lines” before the end of next year, it said.
