Two central government ministries have underscored a ban on the construction and sale of housing on rural collective sites in an effort to protect farmland, People’s Daily reported Saturday. The ministries responsible for land and urban-rural development issued a joint emergency notice highlighting the prohibition on sales of homes on “limited property rights” land to non-collective members. Homes built on this kind of land are usually cheaper than on the open market because the farmers evade government land transfer fees, it said. Construction, sales and purchases of such homes are illegal and will attract severe punishment, the report said.
