China may scrap payout caps for farmland, paper says

China is expected revise its land management law to eliminate ceilings on compensation paid to farmers for land acquisitions, the China Securities Journal reported Tuesday, citing an unnamed official. Under existing regulations, payouts cannot exceed 30 times the annual value of commercial output from the land over the previous three years, the report said. Farmers in more regions are expected to sell their rights to collectively owned land as the scheme extends beyond the pilot provinces of Guangdong, Zhejiang and Anhui, the report said.
