Fair treatment sought for newly born babies, Caixin says

Ten academics and lawyers have called on the central government to treat newly born babies equally regardless of whether they fulfill family planning regulations, news portal Caixin.com reported late Tuesday, citing the academics. Under China’s one-child policy, babies born without government “permission” are deprived of legal identity and household registration if their parents fail to pay the stiff fines. As of November 2010, about 13 million Chinese are not registered under the official household registration system, data from the National Bureau of Statistics showed.
