Shanghai will unveil a package of measures to reform its state-owned enterprises (SOEs) as early as Dec. 17, the 21st Century Business Herald reported Thursday, citing unnamed sources close to the authorities. The reform proposal has been completed and approved even before the third plenary session of the Communist Party of China central committee, the sources were quoted as saying. Apart from Shanghai, Anhui province and Chongqing will also launch similar reforms. A key component of the reform plan is the securitization of assets of state-owned firms, the report said.
