The Guangdong provincial government has decided to implement the so-called laddered water pricing system next year, Xinhua news agency reported Sunday, citing a notice issued jointly by the province’s prices, housing and water bureaus. Under the new measure, residents whose water consumption is within the quota will be charged at basic rates while those who consume beyond a limit will have to pay higher prices. The move is expected to help lower the average per capita water consumption in the province by 11 percent, the report said. According to the price bureau, the basic rates will be set at levels that will just meet the cost, a move aimed at protecting low-income residents, while level-2 and level-3 prices will yield mild profit for the water suppliers, the report said.
