Shanghai city and Anhui, Hainan and Shandong provinces are speeding up efforts to map out trial schemes on land-use rights transfer as part of a wider land management reform, the Shanghai Securities News reported Wednesday, citing official sources. Shanghai is aiming to develop modern urban agriculture through the land-use rights reform, with a goal to make 77 percent of the farms join local agricultural organizations, it said. Meanwhile, Hainan is allowing land in farming villages to be used for non-agricultural purposes, the report said. The central government is scheduled to hold a rural-work meeting at the end of this month.
