China rules out extra-budgetary expenditures in 2014, paper says

China has no plans to increase its extra-budgetary fiscal expenditures in 2014 and will continue revitalize treasury stock funds, the China Securities Journal reported Friday, citing Finance Minister Lou Jiwei {樓繼偉}. The government will strictly control spending on vehicles, receptions and overseas trips with public funds, Lou was quoted as saying. It will also take measures to better manage local government debts in a move to guard against fiscal risks, the report said.
