China has formed a new vice-ministerial agency to oversee safety, market operations and service quality in the country’s rail sector, China Business News reported Wednesday. The National Railway Administration was launched Monday and will have 130 staff at its head office and 350 others to monitor rail operations via regional arms in Shenyang, Shanghai, Guangzhou, Chengdu, Wuhan, Xian and Lanzhou. But there are doubts about how effectively the new agency can monitor China Railway Corp. (CRC), which is a ministry-level unit under the Ministry of Transport. CRC sources said this is only the start of reforms in the rail sector, the report said.
