A revised urbanization plan has been submitted for approval and is expected to be published soon, China Securities Journal reported Tuesday, citing an unnamed source. The changes include an urbanization target of 60 percent by 2020 when the urban population is expected to hit 850 million. That compares with an urbanization rate of 53.73 percent at end-2013. Cities will be allowed to set their own conditions for non-resident rural workers to obtain residency permits under the household registration program, pending a national resident permit system, the report said. The government will open the program to investment and costs will be shared among the central government, local administrations, companies and rural residents migrating to the cities, the report said.
