A land reform blueprint aimed at revitalizing China’s rural economy and giving farmers increased property rights protection is expected to be rolled out after a meeting of the country’s top legislature in March, China Securities Journal reported Tuesday, citing unnamed sources. The Ministry of Land and Resources is drafting the plan. It allows local governments more power to pilot reform including rural land transfers. Meanwhile, the central government is encouraging financial institutions to support the program, the report said.
