China needs to spend about 100,000 yuan (US$16,272) for each rural resident to ensure equal rights and privileges under its massive urbanization program, the official Xinhua news agency reported Sunday, citing a government study. The amount is the cost of giving each of the country’s millions of rural dwellers the same rights and privileges as their urban counterparts once they move into the cities. The survey, led by Gu Shengzu, a member of the Standing Committee of the National People’s Congress and vice chairman of the Central Committee of China National Democratic Construction Association, was part of the so-called citizenization program of the government. It covers healthcare, retirement and other social security benefits, social management, subsidized housing and education, the report said.
