Switch planned for coal tax, paper says

Wang Jun {王軍}, head of the State Administration of Taxation, said proposed changes to the resources tax on coal are on the National People’s Congress agenda for discussion and expected to be rolled out soon, the China Securities Journal reported Tuesday. The plan is to switch from a quantity-based tax to a price-based one, Wang said Monday. An unnamed source said the big coal-producing provinces of Shaanxi and Shanxi are well prepared for the change. Wang also said the administration is working with the Ministry of Finance to launch value-added tax reform for “daily life” services, the report said.
