Capital gains tax unlikely by 2015, paper says

Vice premier Zhang Gaoli {張高麗} said Sunday that the proposals for the reform of China’s taxation systems have been drafted, the China Business News reported Monday. Finance Minister Lou Jiwei {樓繼偉} also said the government is planning to revise its resource tax schemes, and is considering the introduction of pollution and environmental taxes. Commenting on the possible introduction of a capital gains tax, Lou said it would not happen in the next two years and would first require changes to the personal income tax system, the report said.
