The central government will have the final say on the proposed Beijing-Tianjin-Hebei co-development plan, with many related issues yet to be decided, news website caixin.com cited an unidentified official from Hebei province’s National Development and Reform Commission as saying. Under a preliminary blueprint of the provincial government, Baoding — a city in Hebei — will take over some of Beijing’s administrative units and serve as a back-up capital. However, that may change and things will depend on the central government’s final decision, the source was quoted as saying. It may take 20 to 30 years for the cluster plan to be completed, he added.
