Shanghai authorities last month granted approval to 1,730 couples to have a second child under relaxed family planning laws, Shanghai Daily reported Tuesday. The number accounted for more than 60 percent of all applications during the month, the Shanghai Health and Family Planning Commission was quoted as saying. More than 80 percent of the couples live in urban areas, and in almost 70 percent of cases, both parents were registered Shanghai residents, the report said. Since March 1, Shanghai couples have been allowed to apply for a second baby if either of them is an only child.
