Li ally ascends to housing ministry party boss

Liaoning governor and Premier Li Keqiang’s {李克強} one-time righthand man, Chen Zhenggao, was anointed party boss of the Ministry of Housing and Urban-Rural Development last Monday, Xinhua reported Sunday, citing Wang Ercheng, deputy minister of the party’s Organization Department.

Housing minister Jiang Weixin, 65, was relieved of his party secretary duties, according to a notice on the ministry’s website.

Chen was at Li’s side when Li was in charge of Liaoning province, promoting shantytown rehabilitation projects. Chen’s appointment to the ministry is seen as a strategic one for Li to implement important property market control policies and to replicate the housing reform experience from Liaoning across the country.

Li was given responsibility for shantytown renovation in Liaoning in 2004, making the province the pioneer on the issue. By the time Li left the job in 2007, most of the housing reforms in Liaoning had been completed.

On April 29, the ministry issued a circular saying that it has set targets to start building at least 7 million subsidized housing units this year, with nearly 70 percent, or 4.7 million units, in shantytowns, the report said.
