A low-level government official in Shenzhen who had been charged with bribery handed back 900,000 yuan (US$146,000) to authorities in an act of admission and remorse.
Prosecutors were surprised: he was being accused of taking bribes worth only 430,000 yuan.
The curious case, reported by Southern Metropolis Daily on Friday, involved Zhang Qingyun, who has been in charge of removing illegal structures as head of the integrated law enforcement team of Kui Chong area in Shenzhen’s Dapeng district since February 2007.
Zhang was arrested in August 2013 and subsequently charged with corruption. In court, he was accused of taking bribes amounting to 190,000 yuan plus HK$300,000 (US$39,000) from six people over a period of four years.
He readily confessed to the crime. With tears welling up in his eyes, Zhang told the prosecutors: “The bribes kept me awake almost every night. I truly regret what I have done.”
He returned 900,000 yuan soon after he was arrested. But after the probe was completed, it was determined that he had given too much. The authorities have returned to him about 300,000 yuan.
The report didn’t say why Zhang returned more than he received. Perhaps he was truly guilt-stricken or so scared of the consequences of his action. Or was the excess amount his bribe to the authorities?
