Chief Executive Carrie Lam is planning a civil service academy for the 170,000 government personnel in Hong Kong after visiting Singapore’s Civil Service College on Thursday.
She said the idea is still at “a very preliminary conceptual stage”, adding that Secretary for Civil Service Joshua Law would visit Singapore soon to get more information.
The academy will provide more training for the city’s civil servants, “especially in areas such as leadership, public participation, and in terms of the application and use of technology”, she said.
“I’m not criticising my own Civil Service colleagues when I make that comment,” she said but added that in any institution which has been well-established for many years and doing things in the same manner for many years, “it is not easy [for my colleagues] to think out of the box”.
She said she found it difficult to push Hong Kong officials to use new technologies and share data.
